France Introduces New Levy on Ultra-Fast Fashion, Raising Costs for Cross-Border Fashion Sellers

France has introduced a new levy on ultra-fast fashion products, marking another significant regulatory development for international e-commerce platforms selling into the European market.

The measure, which came into effect this week, is part of France’s broader effort to address the environmental and economic impact of ultra-fast fashion. The levy is expected to increase progressively, eventually reaching almost €20 (US$23.20) per garment.

The policy follows legislation approved by the French parliament in June to regulate companies operating under the ultra-fast fashion model — characterised by very high product volumes, low prices and rapid product turnover.

Major Asian e-commerce platforms, including Shein and AliExpress, are among the companies likely to face increased costs as France seeks to curb the rapid expansion of low-cost fashion and cross-border e-commerce.

French Minister for Ecological Transition Mathieu Lefevre said the environmental and economic consequences of ultra-fast fashion were well documented, reinforcing the government’s position that additional measures are needed to address the sector’s impact.

Implications for cross-border e-commerce

For international sellers and marketplaces, France’s new levy highlights the growing importance of understanding country-specific regulatory requirements when selling into the European Union.
